How is BUSH responsible for what China does, or wind vectors? Seriously...Bush is an asshole, but this may be a bit too far.
Bush has gutted every attempt to do anything about air pollution, whether here or around the world. Because of that, he has no ability to persuade any other nation to limit their pollution.
It is kind of difficult to persuade someone else to clean up their act without first cleaning up one's own.
So yes, I think it is fair to tar Bush with this one, too.
